Aid and development as concepts are elusive let alone difficult and often challenging to put into practice. This research studies to what extent are national development priorities shaped and supported by aid with the example of Tonga. To do this, I will focus on two donors, Australia and New Zealand, and examine how the Organisation for Economic Cooperation and Development-Development Assistance Committee Aid Effectiveness Principles exist for Tonga. Inherently, this research will touch on what analytical tools the donors have and explore how or whether Tonga’s development priorities informs their aid programming.
