New Zealand has challenges in the structure and scale of our science system. There is a commitment to system to grow the system and the National Science Challenges and additional CoREs reflect this. However major weaknesses remain in our innovation culture and the limited investment of business in R&D, which prompt a focus on how this culture can be encouraged in a small advanced economy. A major factor which plays into the science and innovation space internationally is the changing role of Universities who are increasingly seen as innovation enablers and supporters of an economy, rather than serving the wider ambitions of the society in which they are embedded. Some of these trends will be considered.
